If this is the same event that I think it was, the basic back story is that a girl punk band sang a song protesting the current Russian regime (or at least aspects of the behavior of Putin's regime). The band members were arrested and I think are still in detention, and it's been setting off other anti-Putin/government protests. With boobs.
