Hmmm...Indonesia...If this is at night, I would suspect that it's some kind of hantu, perhaps even a Pocong given the fact that it looks like it's making some sort of hop. That said, I wouldn't rule out the possibility of a Penanggalan, with the glowing simply being a distortion of the image on the CCD.
