SAN DIEGO Edgar Jimenez Lugo aka El Ponchis and sisters Elizabeth Jimenez Lugo and Lina-Ericka Jimenez Lugo have been arrested with alleged ties to the Cartel of the South Pacific. Was Edgar Jimenez Lugo (El Niño Sicario) 14, a teenager hitman? Is he a U.S. Citizen? These are among the questions investigators are trying to determine. The Cartel of the South Pacific is a division of the Beltran Leyva cartel. As previously reported on LALATE, the Beltran Leyva cartel underwent a power struggle after the death of head Arturo Beltran Leyva. Investigators claim, after that struggle, a high ranking member of the Cartel of the South Pacific, Julio Jesus Radilla Hernandez, aka "El Negro", fell in love with Elizabeth Jimenez. Police charged Elizabeth Jimenez with distracting kidnapping victims before cartel abductions. Her sister Lina-Ericka is accused of providing financial support to the cartel. And their teen brother admits he killed for the cartel, but says he did it under duress. Elizabeth Jimenez Lugo, 19, is a U.S. citizen born in San Diego; Lina-Ericka Jimenez Lugo, 23, is a Mexican citizen born in Jiutepec, near Cuernavaca. But investigators have yet to determine where El Ponchis was born. Edgar Jimenez Lugo allegedly confessed to four beheadings. He claims he didn't remember those, or other possible crimes, because he says he was put on illegal substances by the cartel and pressured under duress. He claims he was paid $2500 per crime. At a Friday news conference he said "I participated in four executions, but I did it ... under threat that if I didn't, they would kill me... I slit their throats." Why isn't he in school instead? "I studied. I didn't want to study anymore ... I didn't like it." Prosecutors say that dual citizenship or Mexican citizenship would put this case under Mexican law because the crimes occurred in Mexico against Mexican citizens. Morelos state law could at most sentence the boy to three years juvenile detention. But, if Edgar Jimenez Lugo only has U.S. citizenship, the case could dramatically change.
