So here is what is going on those construction workers are illegally building on indigenous land while the government looks the other way because laws were passed to limit the building. So they build illegally then the government sweeps in and say hey you built this illegally the government seizes it and say well since it's already built we just going to make it government property then they sell it back to a private buyer for pennies what its worth. Meanwhile nobody knows where the money came from to start the illegal contruction. So that is how the Brazilian government and private investors are getting around the law .
