The retired policeman's intervention was appropriate, but he fell short by a hair's breadth, because just as he killed the thief, he had his sights set on the motorbike driver and did not harm him. Not to mention the active policeman, who was even worse because he had terrible aim and could also have killed the driver who sped away.
