It doesn't seem like a real robbery to me if I'm looking for a victim to rob. I certainly wouldn't imagine that someone washing a car would have a wallet or money in their pocket. The search they did on this guy was probably because they were looking for a weapon, and ultimately, these criminals didn't come to rob anyone.
