Milwaukee Officer Dragged by Truck Fatally Shoots Suspect with Parole Violation
Upon arrival, an officer in full uniform encountered the suspect who was inside a full-sized flatbed tow truck with a passenger in the truck. The officer approached the suspect and ordered that he exit the truck. The suspect refused and the officer attempted to remove him from the truck at which time the suspect immediately started the vehicle and suddenly drove off at a high rate of speed while the officer was clinging to the suspect and the driver’s side window. The suspect drove the truck for several blocks as the officer clung to the side of the truck. The officer gave several commands to the suspect to stop the truck, even informing the suspect that if he did not stop, he would shoot. The suspect continued to refuse these commands multiple times. At this time, the officer discharged his firearm subsequently striking the suspect, and finally stopping the truck.
The suspect, a 35-year-old male, sustained fatal injuries. The passenger was not physically injured by the gunfire but was transported for medical treatment out of an abundance of caution. We recognize that exposure to incidents like this are traumatic and our thoughts are with the passenger.
The officer that discharged his firearm is a 46-year-old male with over 21 years of service. He was transported to a hospital for treatment of non-fatal injuries. He was placed on administrative duty as is routine in officer involved shootings.

Johnathan Jay “Jay Bird” Otto, 35, of Milwaukee, passed away unexpectedly on March 12, 2026.
Born September 12, 1990, in Milwaukee to Tracy Otto and Richard Rauch, Jay was raised with love by Tracy Otto, Sammie Broyld, and Jennifer Broyld. Known for his big heart, infectious smile, and loyal spirit, Jay lived life with passion and always showed up for the people he cared about.
Jay was a man of many skills and trades. He made a career as a tow truck driver and took great pride in helping others. Jay loved traveling for work, fishing, cheering on the Milwaukee Bucks, and spending time with his pitbull. Above all, he cherished time with his family and friends.
Jay is survived by his children, Johnathan Jr. and Jayla Otto; his parents, Sammie Broyld and Tracy Otto; his stepmother, Jennifer Broyld; and his siblings, Izabella, Austin, Cody, Layna, Katelyn, Dennis, Aidan, Aubree and Ava, along with many extended family members and friends.
Jay is preceded in death by his grandparents Teresa Rauch, Mary Randolph, William and Sharon Otto.
A Celebration of Life will be held on March 19th at Hartson Funeral Home in Hales Corner.
Jay lived life to the fullest, with a fierce spirit and generous heart. While his absence leaves a deep void, the love, laughter, and memories he gave will live on forever in the hearts of those who were fortunate enough to know him.
