The real culprit in this story is the guy on the motorcycle in the yellow shirt with a white bag tied to his leg. He entered the highway without looking, and because of that, other drivers coming in the correct lane couldn't avoid him, and the truck driver couldn't do anything either. Maybe he noticed or had an accident. Now, the motorcycle driver who fled the scene—that's the real culprit, and if anyone should pay for what happened, it should be him. But we're talking about a shitty country where you probably don't even need a driver's license to drive.
