This psychopath, known to locals, shouted incomprehensible words in front of an apartment building and rang the bells of all the apartments. Neighbors tried to calm him down from the windows, but he took the opportunity and for no reason attacked a man standing in front of the apartment building. He knocked him to the ground, the man stood up and sprayed the psychopath with pepper spray, who then ran away. He allegedly does this every day and the neighbors cannot get him to a mental institution or evict him.
