Why Center Mass is the Standard:
The torso is the largest, most stable part of the human body, making it the easiest target to hit under extreme stress and adrenaline when fine motor skills break down.
The torso contains vital organs and major vascular structures (heart, lungs) that, when hit, are most likely to immediately stop a threat’s offensive action.
Aiming for a smaller limb increases the risk of missing completely, resulting in stray bullets (collateral damage).

Why Shooting at Legs is Ineffective and Dangerous:
Legs are much smaller, faster-moving targets than the torso. In high-stress situations, police accuracy is low; attempting to hit a limb is considered highly impractical.
A suspect shot in the arm or leg can continue to attack, shoot, or charge, especially if they are under the influence of drugs or adrenaline.
The leg contains the femoral artery, which, if severed, can lead to bleeding to death in minutes.
A bullet that hits an arm or leg is more likely to pass through the target and hit an innocent bystander compared to a bullet that strikes the denser torso.
