2. He Barley knows how to shoot and runs around the area without a care in the world in search of people, cops could be anywhere at that point

3. He double taps the bodies after 10 minutes of the deed being done at first, plenty of time for people to hide

4. He looks at the bodies and just shoots at random from a distance, these are unarmed people, check for breathing or shoot them in a non-vital area so they can’t scream to see if they’re alive.

That guy was still effective considering the 51 dead and 40 injured. I don't think he actually cared about cops coming, or staying alive. And oc he shot people several times, he had them in his hands. Some still lived - sent another bullet. He had the time.

He has issues for sure, yet an existing and growing problem got into his mind.
