The guys literally gather in the middle of the street. If a large vehicle needs to pass, it won't be able to, so the motorcycle driver who shot did an excellent job warning them that staying in the middle of the street carries all sorts of risks. In this case, I wouldn't punish whoever shot those idiots and street lords.
