However, the crisis has recently expanded to at least 25 different Russian regions, including major cities like Moscow and St. Petersburg.Why the Shortages are HappeningDrone Attacks on Refineries: Ukraine has carried out a highly effective campaign of long-range drone strikes targeting Russian oil processing plants, fuel depots, and pipelines. By mid-2026, these attacks have knocked out an estimated 40% of Russia's primary oil refining capacity.Targeted Supply Routes: Mid-range drone strikes have repeatedly hit the main bridges, highways, and fuel tankers linking mainland Russia to Crimea. With these transport corridors severely damaged, fuel trucks simply cannot reach local gas stations.Strict Rationing: To deal with the lack of supply, local authorities and major fuel chains have introduced strict limits. In places like Sevastopol, drivers are restricted to buying just 20 liters (about 5 gallons) of fuel per week, which they must claim using digital QR codes or coupons.Panic Buying: As rumors of the shortages spread, worried residents and summer tourists rushed to gas stations to hoard fuel, which quickly drained the remaining supplies and created massive lines.The crisis has become severe enough that the Russian government has had to lower its environmental fuel quality rules just to try and boost the country's dwindling domestic gasoline supplies.
