This is actually proof of a warcrime. And they uploaded it themselves. Targeting the wounded and non-combattants is against Genevan Convention :

Definition: Fighters who are wounded, sick, shipwrecked, or have surrendered are legally considered hors de combat (out of the fight).
Protection: The Geneva Conventions state that these individuals must be treated safely and humanely.
Prohibition: It is illegal to attack, kill, or intentionally harm any soldier or person who is completely incapacitated by wounds
